SUMMARY:


The Finance Director is a valuable member of the St. Louis Mental Health Board (MHB) team. As such the individual contributes to the overall performance of the organization’s mission to improve the lives of City residents by investing in the provision of quality services. The Finance Director, with general supervision, administers the financial affairs of the organization and supports agency partners through exceptional customer service. The Finance Director performs professional accounting work such as managing the general ledger, processing cash receipts, analyzing account information, preparing and analyzing budgets, reconciling accounts, preparing financial reports, calculating depreciation and accruals and preparing preliminary monthly cycle closings. The Finance Director also provides staff support to the MHB Trustees on financial matters.

EXAMPLES OF RESPONSIBILITIES AND DUTIES:

Develops and maintains financial record-keeping and reporting systems
Supervises payroll, billing, receivables, payables, cash receipts, cash disbursements and general ledger functions
Produces quarterly financial statements including balance sheet, revenue/expense statement and statement of cash flows, introduced by a written summary of significant highlights
Monitors cash balances and initiates necessary transfers
Tracks federal grant expenses, makes federal draws and files all required reports
Assists in subrecipient monitoring for federal sub-awards.
Participates in site audits for multiple grantees
Maintains up-to-date grantee payment records
Prepares monthly and year-end closings to ensure that all general ledger accounts are reconciled to subsidiary records
Oversees filing of tax forms including 1099s, IRS pension reports and employee W-2s
Oversees, in conjunction with independent auditor, preparation of the annual audit including preparation of supporting reports and schedules
Coordinates with other MHB staff projected annual expenses and develops the annual revenue/expense budget in consultation with the Executive Director
Participates in development of finance related policies and procedures and communicates them to other staff and trustees
Attends meetings of MHB Trustees and provides regular budget presentations and analyses throughout the year
Maintains database of fixed assets
QUALIFICATIONS:

Education: Bachelor’s Degree in accounting, business administration or related field -- or equivalent combination of education and experience required. CPA highly desirable.

Experience: At least 5 years of experience in finance or accounting in a non-profit or government agency.

Abilities:

Considerable knowledge of Generally Accepted Accounting Principles (GAAP)
Considerable knowledge of Governmental Accounting Standards (GASB)
Knowledge of federal Uniform Guidance and other federal grant reporting
Proficient in the use of automated accounting systems (currently use QuickBooks)
Proficient in the use of personal computers, and spreadsheet software-Microsoft Office Suite
Skill in analysis, problem-solving and mathematics
Strong oral and written communication skills
Ability to pay attention to detail
Demonstrated history of working professionally and courteously with the public as well as cooperatively and effectively with agency personnel
Respect and appreciation for diversity and commitment to working with a diverse team
Other:

Objective decision-maker, free from solely personal preference or bias
Excellent judgment and ability to and maintain confidentiality
ABOUT THE SAINT LOUIS MENTAL HEALTH BOARD

Established in 1994, the Saint Louis Mental Health Board is an independent governmental taxing authority charged with collecting and distributing two separate tax funds (Community Mental Health Fund and Community Children’s Services Fund) for purposes consistent with Missouri State Statutes and approved by the voters. Our purpose is to improve the quality of life for City residents by investing in the provision of quality behavioral health and children’s services. MHB does not provide services directly, but makes grants and other funding available to area non-profits who provide direct services for City residents.

COMPENSATION:

This is a full-time position. However, MHB would be open to a flexible schedule with variable hours for the right candidate. An attractive compensation package includes a competitive salary based on qualifications and experience plus a generous array of benefits.
